Peru’s 2030 Roadmap for a Circular Economy in Water and Sanitation (Hoja de Ruta AS), stewarded by the Ministry of Housing, Construction and Sanitation, sets out a sector-wide shift from the prevailing linear model towards closed-loop management of water, energy and residuals. Framed by the National Competitiveness and Productivity Policy and consistent with earlier circular-economy roadmaps for industry, fisheries and agriculture, the document adopts the forthcoming ISO 59004 definition of circularity. It places climate change at the centre of sectoral planning: utilities must draw up mitigation-and-adaptation plans, embed disaster-risk actions in their Optimised Master Plans and tariff reviews, and comply with national risk-management norms, recognising that nine out of ten climate-related disasters are water-borne.
