Supreme Decree No. 023-2021-MINAM. Approves the National Environmental Policy for 2030 (Decreto Supremo Nº 023-2021-MINAM. Aprueba la Política Nacional del Ambiente al 2030)

This supreme decree approves Peru's National Environmental Policy to 2030, establishing a comprehensive framework to address the public problem of "diminishing goods and services provided by ecosystems affecting people's development and environmental sustainability." The policy identifies that approximately 18 million hectares of Peru's ecosystems show degradation, with the Land Use, Land-Use Change and Forestry (LULUCF) sector accounting for 53% of the country's net GHG emissions according to the 2016 National GHG Inventory. The policy establishes eight priority objectives, including Objective 5 (increasing climate change adaptation) targeting a 20% reduction in climate-related damages and losses, and Objective 8 (reducing GHG emissions) aiming for 100% compliance with NDC emission targets. The framework addresses key challenges including deforestation (2.28 million hectares lost between 2001-2018), biodiversity loss, environmental quality deterioration, and increased climate risks. Implementation involves mandatory compliance by all public administration entities, with the Ministry of Environment conducting policy through its Directorate General of Environmental Management Policies and Instruments. The policy integrates ecosystem-based approaches, promotes eco-efficient production processes, strengthens environmental governance with citizen participation, and emphasises the recovery of ecosystem services to ensure sustainable development whilst meeting Peru's international climate commitments.
