Transformation, Recovery and Resilience Plan (PTRR)

This Plan is the plan to rebuild and recover from the losses caused by storms, to prepare the country to face climate events and other extreme risks, and to improve emergency response capabilities and support for the community at these moments. 
This plan allocates an overall sum of 22.6 billion euros, between national public funding, (37%), private funding (34%), and European funds (19%). Measures include a mandatory home insurance scheme linked to a national natural catastrophe and earthquake fund, upgrades to the emergency communications system, direct mobile phone alerts, and investments in energy, water, cybersecurity, and emergency accommodation infrastructure. There will also be a A new Calamity Law to regulate support in instances of emergency.

Any compulsory, unrequited payment to the government levied on corporations or individuals. This can be for environmental reasons, such as introducing a Carbon tax to set a price that emitters must pay for the greenhouse gases they emit.

A ban is a legal action that prevents the sale or supply of a product or service, or that recalls a product from the market. Examples are bans on SF6, greenwashing, fossil fuel advertisement or single-use plastics.

An integrated system of hazard monitoring, forecasting and prediction, that enables individuals, communities, governments, businesses and others to take timely action to reduce disaster risks in advance of hazardous events.

A tax advantage is an economic benefit applied to certain accounts or investments that are, by law, tax-reduced, tax-deferred, or tax-free. This can apply to investments in areas such as green energy projects or the agricultural sector, where tax advantages can help manage financial risks.

Financial support to help individuals manage the effects of unexpected events, securing their livelihoods and increasing the resilience of people and businesses to the changing climate. It’s especially vital in developing regions where everyday risks, climate-related weather extremes, or crop failures can push people into poverty. Without insurance, people may have to resort to selling assets or cutting consumption to cope with losses.

Codes and standards are regulatory instruments that specify minimum standards to protect health and safety. This ranges from performance standards, which prescribe outcomes while allowing flexibility to achieve compliance, to the more prescriptive approach of technology-specific standards.

A subsidy is a direct or indirect payment to individuals or businesses, typically provided as a government cash payment or a specific tax reduction.

Tradable permits are market-based tools that grant permission for specific activities, frequently used to regulate emissions. These permits can be issued within a trading system to manage environmental impacts.

Direct investments by the governments using public funds. This can be to support climate initiatives or integrate climate into other projects.

Compulsory, required payments to the government that are levied more-or-less in proportion to the services provided. Fees and charges range from entrance fees to national parks, charges on land-based sewage discharge.

Zoning and spatial planning are both methods for guiding the distribution of people and activities in a space, and are regulatory restriction.

Financial actors and resources that are primarily directed towards climate change mitigation, adaptation and compensation.

Climate change impacts our society by disrupting the natural, economic and social systems we depend on. Physical hazards and underlying vulnerabilities can lead to increased resource competition for food and water, which can heighten the risk of conflict.

Hot temperature extremes are daily maximum temperatures  that were exceeded on average once in a decade or once in 50 years, and includes heatwaves.

Climate change can have a range of impacts on technological system. Extreme weather events can cause infrastructure failures like power outages or damage to roads and bridges, as well as the impacts from waste following natural disasters. Human activities also cause technological impacts, such as the risks posed by oil spillage and leaks.

Slow onset events evolve gradually from incremental changes over many years or from increased frequency or intensity of recurring events. As defined in the Cancun Adaptation Framework (2010), slow onset events include risks and impacts from rising temperatures, desertification, biodiversity loss, land and forest degradation, glacial retreat, ocean acidification, sea level rise, and salinization.

Extreme weather refers to events where a weather variable exceeds (or falls below) a threshold. Meaning it is significantly different from the average or usual weather pattern.

Geohazards are adverse geological phenomenon's that are capable of causing widespread damage or loss to property, life and the environment, such as earthquakes, volcano eruptions and tsunamis. Climate change can increase the frequency and severity of some geohazards, such as landslides, and soil erosion.

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Risk is the potential for adverse consequences resulting from the dynamic interplay between (climate-related) hazards, exposure, and vulnerability of affected human or ecological systems.

This Plan is the plan to rebuild and recover the losses caused by the storms of the start of, to prepare the country to face climate events and other extreme risks, and to improve emergency response capabilities and support for the community at these moments. 
This plan allocates an overall sum of 22.6 billion euros, between national public funding, (37%), private funding (34%), and European funds (19%).  The measures and actions are organised in 3 pillars, 15 areas:
I. Recover – dozens of actions for reconstruction and support for people, companies, and social institutions given the 5.3-billion-euro losses caused in infrastructure, public facilities, production capacity, housing, and natural assets by the storms that hit in January and February 2026.
II. Protect - 61 reforms and investments that strengthen the communities, regions, companies, infrastructure, and essential services (energy, communications, water), and forests, making them more resilient, in a total sum of around 15 billion euros, distributed throughout the short, medium, and long term.
III. Respond - 24 reforms and investments to improve emergency response and assistance in disasters and change the model of risk coverage, acting at the level of the people, communications, and infrastructure, to investments set at 2.3 billion euros, to be developed mostly in the medium term.

<li>Natural and earthquake disaster fund, with a reform of the hazard coverage scheme and the creation of mandatory insurance for housing, backed by a solidarity mechanism to ensure universal access</li>

<li>“Freguesias Ligadas” (Connected Parishes) Programme (redundant communications in all the parishes) </li>

<li>Hertz radio resilient critical network and Disaster Recovery Hub with the capacity to Broadcast specific emergency messages </li>
