In pursuance of its international commitments and in order to synchronise Bulgarian legislation with the European law, the Climate Change Mitigation Act outlines the overall policy to be followed in order to mitigate climate change and its impacts and fulfil international obligations within the UNFCCC and Kyoto Protocol, as well as the EU legal framework. The Act integrates the already existing climate change mitigation related articles of the Environmental Protection Act, namely provisions on:the National Environmental Monitoring System (including the National GHG Inventory System), directed by the Minister of Environment and Water through the Executive Environment Agency, originally established by the EPA and related regulation

the Greenhouse Gas Emissions Allowances Trading Scheme, for which the Minister of Environment and Water (acting jointly with other ministers) elaborates a National Allocation Plan every five years

the National Trust Eco Fund, established in 1995 after signing a swap deal ‘Debt for Nature' with Switzerland and assigned in 2010 with responsibility for managing the funds received by Bulgaria within the Green Investment Scheme and other programmes

The Act further regulates instruments available under the Kyoto Protocol (Joint Implementation, CDM), administration of the national GHG trading register, and reduction of GHG emissions from fuels used for transport and energy and the voluntary emissions reduction scheme. The Act also reaffirms the National Action Plan on Climate Change as the 'instrument which determines the framework of state policy in the field of climate change for each separate period of action under the policies of the European Union and international treaties to which Bulgaria is a party'. The most recent (Third) National Action Plan (replacing the second one published in 2004) was adopted in 2012. It provides for transition to a low carbon and resource efficient economy and includes measures to achieve the target of over 18.5% GHG emissions reduction by 2020 compared to the 2005 levels and 20% share of renewables in energy production by 2020. The Act further establishes the National Expert Council on Climate Change as an advisory body to the Minister of Environment and Water. The Council includes representatives of the relevant Ministries, the State Agency for National Security, the Executive Environment Agency, Bulgarian Academy of Sciences, the National Association of Municipalities and non-profit organisations, whose activity is directly related to climate change mitigation'. The Act also mandates the Minister of Environment and Water and other competent ministers to draft, after consultation with the National Council of Experts on Climate Change, a national strategy on climate change adaptation. The adaptation strategy is to be prepared for not less than 20 years, with the exception of the first strategy to be drawn up for the period up to 2030 inclusive, and should be adopted by the Council of Ministers. The Act sets the target of minimum 6% reduction of the lifecycle GHG emissions of liquid fuels and energy for transport per unit of energy by 31 December 2020 compared to the 2010 fuel standards. It provides for every supplier of liquid fuels and energy to the transport sector to submit to the MOEW by 31 March each year a verified report on the GHG intensity of products delivered the previous year. It also establishes coercive measures and administrative penalty provisions in case of non-compliance with the present Act.

An aim to achieve a quantifiable outcome within a given time-frame, set by an institution such as a national government.

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Risk is the potential for adverse consequences resulting from the dynamic interplay between (climate-related) hazards, exposure, and vulnerability of affected human or ecological systems.

Groups of people who are adversely affected by climate change or the response to it

A set of principles, processes, and practices that build economic and political power to shift from an extractive economy to a regenerative economy.

Justice is the ethical and political framework that addresses fairness, including issues of responsibility, rights, and structural inequity.

Renewable energy means all forms of energy produced from renewable sources in a sustainable manner.

Fossil fuel is a generic term for non-renewable energy sources such as coal, fossil gas, and oil (including crude oil, and petroleum products), that can be used for electricity and heat generation. Fossil fuels are hydrocarbons formed from pressurised and heated organic material buried over millions of years.

Molecules in the atmosphere that play a key role in the greenhouse effect by trapping heat radiating from Earth’s surface.

Area of the economy in which actors engage in identical or related activities.

In human systems, the process of adjustment to actual or expected climate change and its effects, in order to moderate harm, increase resilience or exploit beneficial opportunities. In natural systems, the process of adjustment to actual climate change and its effects; human intervention may facilitate adjustment to expected climate change and its effects.

The management and allocation of funds, assets and investments to meet various objectives

Direct investments by the governments using public funds. This can be to support climate initiatives or integrate climate into other projects.

Compulsory, required payments to the government that are levied more-or-less in proportion to the services provided. Fees and charges range from entrance fees to national parks, charges on land-based sewage discharge.

Tradable permits are market-based tools that grant permission for specific activities, frequently used to regulate emissions. These permits can be issued within a trading system to manage environmental impacts.

A ban is a legal action that prevents the sale or supply of a product or service, or that recalls a product from the market. Examples are bans on SF6, greenwashing, fossil fuel advertisement or single-use plastics.

Financial actors and resources that are primarily directed towards climate change mitigation, adaptation and compensation.

Dedicated pool of financial resources for climate-related projects.

A financial institution that manages a country's currency and can promote climate-related initiatives through green monetary policy and other means.

A target to reduce the prevalence of a greenhouse gas over a specific time frame

Either money or something of monetary value is transferred between two or more organisations, people or countries.

Actions or measures to adapt terrestrial systems to climate change.

Actions or measures to adapt freshwater systems to climate change.

Action or measure that increases resilience of societal, cultural and natural heritage to climate change impacts.

Actions or measures to adapt freshwater, coastal and marine systems to climate change.

A long-lived, colourless gas, chiefly emitted from fossil fuel combustion, deforestation and cement production.

A potent, short-lived greehouse gas, largely released from livestock, fossil fuel extraction and waste management.

Actions to reduce emissions in energy generation and supply.

Investment in electricity transmission and distribution systems capable of integrating renewable energy, supporting electrification and strengthening energy system resilience.

Terrestrial means "of the earth" and relates to the risks to ecological system that includes all living organisms and their interactions within land-based environments, such as forests, grasslands, and deserts.

Air pollution involves harmful contaminants in the air, affecting both indoor and outdoor environments. It can lead to health issues like respiratory diseases and heart problems, and climate impacts such as global warming. Pollutants can damage plants, trees, habitats, and water bodies like rivers and lakes.

Energy derived from biological compounds that are renewable due to their short life cycle within the carbon dioxide cycle.

Electrical energy generated from mechanical devices driven by flowing fresh water.

Oil is a combustible liquid fossil fuel composed mainly of hydrocarbons, occurring as crude oil and refined into petroleum products such as petrol, diesel and kerosene.

Fossil gas, commonly known as natural gas, is a fossil fuel consisting chiefly of methane with smaller amounts of other hydrocarbons and trace gases, found in underground deposits.

Any compulsory, unrequited payment to the government levied on corporations or individuals. This can be for environmental reasons, such as introducing a Carbon tax to set a price that emitters must pay for the greenhouse gases they emit.

Procedural justice means ensuring that decision making is safe, transparent and inclusive, emphasizing the agency and influence of vulnerable groups and those most impacted.

Climate change can have a range of impacts on technological system. Extreme weather events can cause infrastructure failures like power outages or damage to roads and bridges, as well as the impacts from waste following natural disasters. Human activities also cause technological impacts, such as the risks posed by oil spillage and leaks.

Climate change impacts our society by disrupting the natural, economic and social systems we depend on. Physical hazards and underlying vulnerabilities can lead to increased resource competition for food and water, which can heighten the risk of conflict.

Slow onset events evolve gradually from incremental changes over many years or from increased frequency or intensity of recurring events. As defined in the Cancun Adaptation Framework (2010), slow onset events include risks and impacts from rising temperatures, desertification, biodiversity loss, land and forest degradation, glacial retreat, ocean acidification, sea level rise, and salinization.
