The Law on Climate Resilience and Economic Sustainability is a cornerstone piece of legislation that updates and consolidates Latvia's climate goals into a single legal framework. It provides the legal basis for Latvia's transition to a low-carbon economy. It defines key terms like "climate neutrality" and "climate resilience" and mandates that every ministry integrates climate goals into their own policy planning.
It sets sector-specific GHG reduction targets for 2030 (relative to 2005 levels) in sectors such as energy, transport, industry, agriculture and waste, and aligns national planning with EU climate. The law requires coordinated policymaking, monitoring, reporting and financing to meet these targets, including strategic use of annual emission allocation units and carbon removal units and mandates annual reporting on performance towards commitments. On the climate adaptation side, it introduces long-term climate adaptation planning with periodic assessment of climate risks.
