<p>This document provides detailed sector-wise checklists of climate change mitigation and adaptation activities in Ethiopia to support the implementation of Ethiopia's Growth and Transformation Plan (GTP II) for the period 2016-2020 and the Climate-Resilient Green Economy Strategy (CRGE).Poverty eradication through broad-based accelerated and sustained growth is outlined in the GTP. Through Agricultural Development-Led Industrialization (ADLI), the country aims to build an economy with a modern and productive agricultural sector and a strong industrial sector, ultimately increasing per capita income to the level of middle-income countries by 2025.Achieving these ambitious objectives is challenging, but vital for the future of Ethiopia and its citizens. Climate change is one of the major current challenges and adds considerable stress to the societies and environment. From shifting weather patterns that threaten food production to rising sea levels that increase the risk of catastrophic flooding, the impacts of climate change are global in scope and unprecedented in scale. Ethiopia has historically suffered from climatic variability. Repeated rain failures, famines and chronic food crisis resulting from frequent droughts, environmental degradation, and decline in food production have rocked the country many times and remain a major challenge. The country’s economic output growth is closely linked to fluctuations in precipitation levels, as its agriculture is highly rain-fed, with only 2% of total arable land covered by irrigated and permanent crops. This strong association between rainfall and the economy is largely due to the nature of the country’s most dominant sector, agriculture and weak capacity of the rural population to adapt to climate variations.</p>

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Risk is the potential for adverse consequences resulting from the dynamic interplay between (climate-related) hazards, exposure, and vulnerability of affected human or ecological systems.

Financial support to help individuals manage the effects of unexpected events, securing their livelihoods and increasing the resilience of people and businesses to the changing climate. It’s especially vital in developing regions where everyday risks, climate-related weather extremes, or crop failures can push people into poverty. Without insurance, people may have to resort to selling assets or cutting consumption to cope with losses.

Codes and standards are regulatory instruments that specify minimum standards to protect health and safety. This ranges from performance standards, which prescribe outcomes while allowing flexibility to achieve compliance, to the more prescriptive approach of technology-specific standards.

Hot temperature extremes are daily maximum temperatures  that were exceeded on average once in a decade or once in 50 years, and includes heatwaves.

Pollutants can damage plants, trees, habitats, and water bodies like rivers and lakes.

Social protection systems consist of policies that help people manage social risks in order to prevent poverty and maintain decent incomes and living standards

Procedural justice means ensuring that decision making is fair and inclusive, emphasizing the agency and influence of vulnerable groups and those most impacted.

Any substance with chemical properties that can cause physical harm to people or damage the environment, including ammonia, carbon monoxide, phosphine, chlorine, arsenic, cadmium, mercury, pesticides, dioxins, microplastics, benzene, asbestos, aflatoxins, fluoride, methanol, and toxins from marine sources.

Climate change impacts our society by disrupting the natural, economic and social systems we depend on. Physical hazards and underlying vulnerabilities can lead to increased resource competition for food and water, which can heighten the risk of conflict.

Slow onset events evolve gradually from incremental changes over many years or from increased frequency or intensity of recurring events. As defined in the Cancun Adaptation Framework (2010), slow onset events include risks and impacts from rising temperatures, desertification, biodiversity loss, land and forest degradation, glacial retreat, ocean acidification, sea level rise, and salinization.

Geohazards are adverse geological phenomenon's that are capable of causing widespread damage or loss to property, life and the environment, such as earthquakes, volcano eruptions and tsunamis. Climate change can increase the frequency and severity of some geohazards, such as landslides, and soil erosion.
