The law establishes the independent Federal Authority of Nuclear Regulation (FANR) to oversee the country's nuclear energy sector, and appoints the regulator's board. All regulated activities are prohibited except in accordance with a licence issued by FANR: - nuclear facilities; and - regulated material (radioactive material / radiation generators) The licensees' responsibilities are defined in this manner: 'Each Licensee shall be responsible for taking all steps necessary to reduce the risk of an accident to a level that is as low as reasonably achievable.'
