<div>This Plan serves as a policy instrument for the planning and management of water. It is articulated in consideration of other national policies, such as those concerning climate change.&nbsp;<br><br>Its objectives are:</div><ul><li>Water for a sustainable development;</li><li>Access to water and sanitation as a human right;</li><li>Flood and drought risk management.</li></ul><div><br>The last objective concerns the prevention, mitigation and adaptation to extreme weather events and climate change, incorporating a risk management approach.<br><br>The Plan dedicates a whole chapter to climate change and variability and sets out recommendations, the main ones being:</div><ul><li>Quantify and reduce uncertainties by improving "hydro-climatic knowledge";</li><li>Identify technological interventions and infrastructures; and</li><li>Identify policy interventions and institutional arrangements.</li></ul>
