<p>This law establishes provisions for the fulfilment of the obligations deriving from Italy's membership of the European Union. It notably establishes provisions regarding the participation of specific entities in the greenhouse gas emission allowance auctions (article 13). It also ends the provisions on extending the incentive period for biomass, biogas and bioliquid plants by repealing paragraphs 149, 150 and 151 of article 1 of the law of 28 December 2015, n. 208.</p>

Policy instruments are techniques or tools used by governing authorities to promote certain policies in order to achieve predetermined goals. Put simply, instruments are how a government tries to achieve its goals, with this taxonomy being focused on national policy instruments.

Codes and standards are regulatory instruments that specify minimum standards to protect health and safety. This ranges from performance standards, which prescribe outcomes while allowing flexibility to achieve compliance, to the more prescriptive approach of technology-specific standards.

This sector involves managing waste treatment, sanitation, pollution control and environmental cleanup.
