This Program notably charges the government to design and implement an Action Plan on mitigation and adaptation to climate change in the country over the period 2008-2015. A Carbon Fund will also be established for financial assistance to manufacturing companies to reduce their emissions. The document further states that measures will be taken to improve the system of monitoring of atmospheric pollution. The Program calls for the installation of energy capacity using renewable resources, including hydro and wind. It also aims at increasing the share of forested areas and reduce GHG emissions from the housing sector.
