Fiji Nationally Determined Contribution. NDC3.0

This Strategy Roadmap provides an important overview of carbon market options, opportunities, risks, and priority actions which will help guide further policy development in Fiji and provides a basis for its interactions with new market-based opportunities. Carbon markets are meant to be an additional means to increase investment in sustainable development.
It is designed for use by policymakers, project developers, investors, land and resource owners, credit buyers, local communities, and other relevant stakeholders to shape their potential interaction with carbon market mechanisms.
It contains five chapters:
<ul>
<li>Chapter 1: A market vision, priorities and principles co-designed with multi- stakeholders.</li>
<li>Chapter 2: Fiji’s NDC targets, existing financing options, potential roles for high-integrity carbon markets, and the current state of play of carbon projects.</li>
<li>Chapter 3: Opportunities and risks, both general and specific to Fiji’s local contexts.</li>
<li>Chapter 4: Strategic considerations and options for engagement with carbon markets.</li>
<li>Chapter 5: Key pillar action items to enhance market readiness in Fiji, encompassing legal, governance, community benefits and landowner rights, partnerships, and finance.</li>

This Act provides for disaster risk governance, disaster risk reduction, disaster risk management and disaster management. It repeals the Natural Disaster Management Act 1998. The National Disaster Management Council holds the overall responsibility for disaster risk management, and the Disaster Risk Reduction Committee is responsible for the formulation and coordination of policies and awareness and training activities. The National Disaster Risk Management Office (NDRMO) is responsible for the implementation of such policies and activities.
Provisions of the Act ensure the development and implementation of policies, strategies and plans at the national and subnational levels, support the collaboration of government agencies for a unified government strategy, facilitate the entry and coordination of international humanitarian assistance during disasters, establish the Disaster Risk Management Fund, and support the coordination of a multiple hazards approach and multiple hazard early action early warning system.

This Plan covers all dimensions of development – economy, social, environment and governance. In terms of the economy, the Plan identifies strategies to catalyse economic growth and build greater resilience, among others through diversification of the economy, moving up the value chain, promoting greater participation of the private sector in the economy and increasing the contribution of Micro, Small and Medium Enterprises. The Plan sets out to enhance the social wellbeing of the Fijian people by alleviating poverty and providing better quality of education, housing, healthcare and transport as well as increasing access to clean water, electrification, sanitation and the development of our rural and outer islands. The Plan also puts in place policies and strategies to conserve our environment and strengthen resilience to the impacts of climate change and natural disasters.
Examples of climate-related policies in this Plan are:
<ul>
<li>Implement vulnerability assessments, and climate change and natural hazards impact projections in infrastructure and urban planning;</li>
<li>Build resilient communities through disaster risk management on the impacts of climate change in iTaukei communities;</li>
<li>Improve resilience of energy infrastructure to the impacts of climate change and natural disasters;</li>
<li>Operationalise the Warsaw International Mechanism (WIM) for Loss and Damage; and</li>
<li>Reduce reliance on imported fossil fuels and gradually decarbonise the transport sector.</li>
</ul>
