Summary

This framework law is intended to promote the implementation of Norway's climate targets as part of the transition to a low carbon society in Norway in 2050. In that regard, it seeks to promote transparency and public debate about the status, direction and progress of this work. The law enshrines the country's 2030 and 2050 emissions reductions targets, and the annual and five-year reviewing processes deriving from the Paris Agreement. The law came into effect on January 1, 2018 and was amended on June 25, 2021.Its climate target for 2030 is to reduce GHG emissions by at least 50-55% compared to 1990 levels (section 3).Its climate target for 2050 is to become a low-emission society by 2050. The target is to reduce GHG emissions by 90-95% compared to 1990 levels.The Act on amendments to the Climate Act (climate targets for 2035), passed 20 June 2025, set the goal of reducing GHG emissions by at least 70-75% in 2035 compared to 1990 levels.Section 5 ensures that these climate targets are reviewed every five years and that they are consistent with Norway's NDCs under the Paris Agreement.
