Summary

This Act provides for 1) regulatory measures for mandatory compliance with energy efficiency standards for large-scale non-residential buildings, and 2) incentive measures such as a labeling system displaying compliance with energy efficiency standards and exception of floor-area ratio regulation for certified building. The incentive measures were implemented on April 1, 2016, and regulatory measures on April 1, 2017. The Act further details the standards and the labelling system for energy efficiency.In June 17, 2022, it was promulgated the Act.69 to partially amend the Act on Improvement of Energy Consumption Performance of Buildings, which is a revision of building standards by which all new houses and buildings will need to comply with upgraded energy efficiency standards from 2025. It aims to strengthen energy-saving measures in the building sector in order to achieve carbon neutrality by 2050.The law will come into effect on April 1, 2024 and make it mandatory for all buildings (residential and non-residential) to comply with energy-saving standards.
