This first version of the just transition strategy&nbsp; focuses on the follow-up process for the retirement plan for coal-fired power plants.

This policy was prepared in 2019 and approved by a ministerial decree published in July 2021.&nbsp; Objective 1.2 of the policy is to promote the occupation and development of the territory in a safe and resilient way that contributes to disaster risk reduction and adaptation to climate change. Guideline 1.2.c states that management tools and mechanisms in land use planning that reduce disaster risk, increase resilience and consider adaptation to climate change by human settlements and strategic infrastructure must be considered.&nbsp; Guideline 1.2.d commands to incorporate the functions of natural systems as tools for mitigating threats and adapting to climate change, in order to reduce the risk of disasters that may affect the lives and health of people, infrastructure, services, or the environment. Guideline 3.1.d promotes public and private investment in all types of infrastructure, and the generation of knowledge that contributes to the sustainable use of critical natural resources, such as water, renewable energies and soils.

This document aims at fostering the production and use of green hydrogen in the country. It seeks in particular to advance local production for&nbsp;exportation between 2020 and 2025 and increase the country's market share after 2025.

The Energy route 2018-2020 presents a strategic and long-term perspective, with a country vision of where the country's energy policy should head. It was developed trough a participatory and decentralised work with a multidimensional approach, taking into account different stakeholders throughout Chile. The plan presents 7 lines of actions which include energy efficiency and low emissions energy generation.

This Decree establishes the Permanent Presidential Advisory Committee on Climate Change, which will have the mission of advising the Presidency of the Republic in all matters related to the identification and formulation of policies, plans, programs, measures and other activities related to climate change , as well as the fulfilment of Chile's international commitments, especially the Paris Climate Agreement, and in the elaboration and proposal of a national public policy on climate change.

The purpose of this law is to face the challenges presented by climate change, move towards a low-carbon development, until reaching and maintaining carbon neutrality by 2050. It also aims to adapt to climate change, reduce vulnerability and increasing resilience to the adverse effects of climate change, and comply with the international commitments assumed by Chile. This document amends a number of existing laws in Title IX. The law is based on the following principles: scientific validity, cost-effectiveness, ecosystem approach, equity and climate justice, non-regression, citizen participation, precaution, preventiveness, progressiveness, territoriality, climate emergency, transparency, transversality, coherence, and flexibility.&nbsp; The law defines the objectives, purposes and elaboration mandates of:</div><ul><li>the Long Term Climate Strategy in art 5. It sets its implementation means in art. 6.&nbsp;</li><li>&nbsp;Chile's NDC in art. 7.</li><li>Sector Plans Climate Change Mitigation&nbsp; in art. 8.</li><li>Sector Plans for Adaptation to Climate Change in art. 9.&nbsp;</li><li>National Climate Change Action Report (RANCC) in art. 10.&nbsp;</li><li>local action plans and other measures at the subnational level at art. 11 and 12.</li><li>Strategic Plans for Water Resources in Basins in art. 13.&nbsp;</li></ul><div> Title III sets the norms on emissions standards and emissions reduction certificates.&nbsp; Title IV defines the institutional framework on climate-related issues.&nbsp; Title V creates the National System of Access to Information and Citizen Participation on Climate Change.&nbsp; Title VI sets the rules on mechanisms and financial guidelines to address climate change. A Climate Change Financial Strategy is created (art. 35).&nbsp; Art. 45 states that the owners of projects or activities that do not comply with the provisions of article 41 will be sanctioned by the Superintendence of the Environment, in accordance with the provisions of its organic law.

This law establishes the right to live in a pollution-free environment, the protection of the environment, the preservation of nature and the conservation of environmental heritage.&nbsp; Article 70 notably charges the relevant ministry to propose policies and formulate plans, programs and action plans on climate change. In the exercise of this competence, it must collaborate with the different bodies of the State Administration at the national, regional and local levels in order to be able to determine its effects, as well as the establishment of the necessary adaptation and mitigation measures. In 2022, there are parliamentary projects that are seeking to make entities performing environmental impact assessment to also consider the variable of climate change.

The law no 20.780 introduces in Art. 8 a green tax on fixed sources of pollutants, including CO2. The tax started to apply in 2017 and is directed to the industries with a thermal power generation greater than or equal to 50 MW. Article 8. of this law was amended in February 2020 by law 21.210 as <a href="https://www.leychile.cl/Navegar?idNorma=1067194&amp;idVersion=2023-01-01">following</a> in order to set emissions thresholds and precisions for taxation.

As part of a comprehensive tax reform, two new types of green taxes have been introduced, one of which is an annual tax on emissions from fixed sources, which takes into account the global damage due to climate change (CO2 emissions) from 'fixed sources made up of boilers and turbines with a thermal power greater or equal to 50MW'.

This law established a special system for granting concessions for the exploration and development of geothermal energy. The Decree 114 then updated and simplified the procedure for granting concessions for geothermal energy development.

Climate Change Mitigation Plan for the Energy Sector

Law passed

The Plan elaborates scenarios and establishes targets of specific reduction of greenhouse gases emissions within the energy sector. The Plan further promotes the incorporation of renewable energies in the country's energy matrix, and energy efficiency.
