These regulations were issued under the provisions of Article (9) of Climate Change Regulation No. (79) of 2019, and outline the eligibility criteria for financing climate-related projects and programmes. Article 4 of the regulations set out how projects must contribute to the mitigation or adaptation of climate change in order to be ‘climate responsive’, including through the reduction or elimination of greenhouse gas emissions, improving energy efficiency, and strengthening the control and monitoring of health risks that result from climate change. Article 6 of the instructions outlines financing options, including various private and public instruments.
