The purpose of this Decree-Law is to regulate matters concerning the National System of Protected Areas, regarding the exercise of its governance, control, and administration, management categories, their proposal and declaration, the protection regime, and the granting of authorisations for carrying out activities within them.

This Decree-Law is meant to contribute to climate change adaptation and mitigation.

The delimitation and categorisation of protected areas, as well as any modifications to both aspects, shall be carried out based on scientific assessments and consultation with the agencies of the Central State Administration and the entities involved, taking into account, amongst other factors: -

  1. The magnitude, significance, and degree of conservation of their values, especially in relation to biological diversity; and
  2. The degree of naturalness of the area, which considers the incidence of environmental impacts, including those related to the effects of climate change.
