Summary

This decree institutes the Interministerial Committee on Climate Change as an institutional instrument of the federal Executive Branch to articulate government actions resulting from the United Nations Framework Convention on Climate Change - UNFCCC, enacted by Decree No. 2652, of July 1, 1998, including the objective of neutrality climate change and any future subsidiary instruments.The decree sets out the responsibilities of the Committee, including providing guidance on the country’s climate change actions and proposing new sectoral programmes to be incorporated into the National Policy on Climate Change (PNMC). It also sets out the requirements for the membership and operation of the Committee. It also creates individual mandates for Ministries ranging from the Ministry of Finance to the Ministry of Environment with regard to climate action.The decree also revokes Decree No. 10,845, of October 25, 2021 and Decree No. 10,846, of October 25, 2021. The first of these Instituted an Interministerial Committee on Climate Change and Green Growth and the second Instituted a National Programme for Green Growth. It also revokes Decree No. 11.075, of May 19, 2022, which created a previous National System for the Reduction of Greenhouse Gas Emissions (SINARE) and established the procedure for the elaboration of Sectorial Plans for Mitigation of Climate Changes. This Decree was updated by Decree 12.040/2024, which altered the provisions of some of its articles.

Resolution 6 of June 27, 2024 from the Inter Ministerial Committee on Climate Change (CIM) approves the Internal Regulations of the Inter Ministerial Committee on Climate Change (CIM). It defines the CIM’s Plenary composition and the purpose and components of the Subcommittee for COP 30, the Social Participation Chamber, the Interfederative Articulation Chamber and the Scientific Advisory Chamber, as well as providing for Technical Groups.
