Directive 1999/62/EC determines how Member States shall charge motorised road users. The 2022 amending directive notably sets the legal framework to transition from yearly taxation to a pay-per-kilometre system (road pricing) and to favour low-emitting vehicles, in order to ramp up incentives for climate-friendly choices and behaviours.
