This Directive lays down rules on integrated prevention and control of pollution arising from industrial activities. It also lays down rules designed to prevent or, where that is not practicable, to reduce emissions into air, water and land and to prevent the generation of waste, in order to achieve a high level of protection of the environment taken as a whole.
Member States shall take the necessary measures to ensure that no installation or combustion plant, waste incineration plant or waste co-incineration plant is operated without a permit.The legislation obliges Member States to require the operator to prepare Environmental Management System that optmise resource, and energy and water use. Also Article 27d brings an obligation of transformation towards a clean, circular and climate-neutral industry. By 2030, the EMS shall contain information on how the operator will transform the installation during the 2030-2050 period toward a clean, circular, resource-efficient and climate-neutral economy by 2050.
