The current guideline document is to apply from 01.01.2022 to 31.12.2027. This guideline develops and continues the existing support for municipal climate protection within the framework of the National Climate Initiative of the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU). By promoting strategic and investment measures, the guideline aims to strengthen incentives for the development of greenhouse gas reduction potentials in the municipal environment, to accelerate the reduction of greenhouse gas emissions and to realise measurable greenhouse gas savings with a view to the goal of greenhouse gas neutrality.
The strategic climate protection measures supported by this guideline in the years 2022 to 2027 are aimed at achieving cumulative annual greenhouse gas reductions of around 1,200,000 tonnes of CO2 equivalent (net). The investment climate protection measures funded by this directive in the years 2022 to 2027 are aimed at achieving cumulative annual greenhouse gas reductions of at least 400,000 tonnes of CO2 equivalent (net) (gross: 600,000 tonnes of CO2 equivalent). The aim is to limit the subsidy input per avoided tonne of CO2 equivalent to an average of 70 euros per tonne (net) (gross: 50 euros per tonne). In addition, the total number of municipalities reached with the support of the Municipalities Directive since 2008 is to increase to 6,000 by 2027.
