Summary

This Act provides for comprehensive disaster management. It establishes a National Emergency Advisory Council; designates functions and powers of the National Disaster Management Agency and the personnel therein; outlines the operational regulations of various supporting infrastructure and personnel such as the National Emergency Operations Centre, shelters, volunteers and inspections; establishes the District Disaster Management Committee; and delimits specially vulnerable areas. It also contains provisions on disaster risk financing and the national multi-hazard alert system.

There are provisions to ensure that disaster risk reduction and climate change measures are gender-responsive and gender-inclusive; and to encourage the mainstreaming of disaster risk reduction and climate change in development processes, including policy formulation, socioeconomic development planning, budgeting, and governance.
