This Act aims to establish and strengthen institutional capacity for disaster management, the mainstreaming of disaster risk reduction, and for integrated and coordinated disaster management focusing on community participation. It creates the National Disaster Management Authority, as the highest decision-making body on disaster management in the country and establishes that there should be a National Contingency Plan, as well as contingency plans at the Dzongkhag level.
