This Disaster Management Rules and Regulation of 2014 is formulated in accordance with the Disaster Management Act of Bhutan (2013). It provides detail on the functions of institutions and other stakeholders in case of disaster and other stake holders (i.e. private sector and civil society).
It mandates for a Dzongkhag Disaster Management Committee to be established in each Dzongkhag and that it shall coordinate and manage disaster management operations in the Dzongkhag. It also establishes an Emergency Operation Centre, and Early warning system, and provides specificities on the classification and declaration of disasters, among other things.
