Disaster Relief Act (Law no. 108)

The main purpose of this law is to protect victims of disaster and maintain social order by mandating that the government provide disaster relief. The law defines disaster relief, stipulates that prefecture governors are responsible for disaster planning, establishes emergency powers during disaster situations, establishes a Disaster Relief Fund and defines its scope, and establishes criminal liability for violations of the act's provisions.
