These Measures apply to the demand-side management of electricity within China. The Measures were introduced to "implement the major strategic decisions of the Central Committee of the Communist Party of China and the State Council on carbon peaking and achieving carbon neutrality..." (Article 1).
Article 14 includes a target for "demand response capability". By 2025, the capacity of each province to respond to demand will reach 3%-5% of the maximum electricity load, with provinces with an annual peak valley difference rate of over 40% reaching 5% or more.
The Measures were introduced in accordance with existing laws and regulations, including the Electric Power Law, the Energy Conservation Law, the Regulations on the Supply and Use of Electric Power.
