This document builds on the 2003 National Energy Policy, notably to boost the production of energy from renewable sources. As stated in the document, the masterplan seeks to provide national decision makers with the quantitative basis for planning future energy sector development through identifying and addressing the country’s distinct barriers in the supply of energy. It uses modelling tools to build its recommendations that include the development of renewable energy options involving the private sector; the creation of a comprehensive distributed power generation plan; and the need to develop policies and regulations to facilitate private sector engagement in rural electrification. It also sets energy efficiency goals.
