In 2015, the government of Myanmar introduced the Environmental Impact Assessment Procedure 2015, which contains provisions on the inclusion of climate change considerations in the evaluation of environmental impact assessments (EIAs). According to article 28 of the Procedure, the Environmental Conservation Department must consider the "national, regional and global climate change conditions" when determining the type of environmental assessment a project (or the expansion of an existing project) is to be evaluated by. Furthermore, Article 63.6.2.1. stipulates that in preparing an EIA report, Project Proponents must include an assessment of the "potential impacts on climate cahnge such as greenhouse gas emissions and loss of carbon sinks or stocks" and identify the "impacts of climate change on the Project based on available climate change predictions from designated national authorities or international scientific research bodies" for each phase of the project (i.e. the pre-construction, construction, operation, decomissioning, closure, and part-closure).
