The Policy aims to increase availability of reliable and affordable energy supplies and ensure their use in a rational and sustainable manner in order to support national development goals, mostly by increasing energy supply to meet needs by devel-oping and utilising hydro-electric power, natural gas and oil exploration, and providing alternative energy sources for the household, industry, agriculture, transport and other sectors - naming coal as the main alternative to the popular biomass.


It aims to introduce energy conservation and energy saving measures in all sectors. The plan also discusses community participation, with a focus on women, and promotes legal and institutional frameworks to deal with energy issues. Transport is mentioned briefly, with the objective of introducing conservation measures to reduce fuel consumption.
