Summary

This Federal Decree confers powers and obligations on Ministry of Climate Change and Environment (“the Ministry”) and the local authorities in the UAE to manage greenhouse gas emissions to achieve climate neutrality, and strengthen adaptation. The Decree also sets out the obligations of public and private legal persons to reduce and measure emissions, with penalties for non-compliance.

For mitigation, the Decree mandates that the Cabinet determine annual targets for emission reduction for all sectors, while local authorities shall develop the plans and procedures for each sector to achieve the target. For adaptation, the Ministry shall issue a resolution regarding the development of adaptation plans, while local authorities shall develop and implement adaptation plans.

The Decree also contains provisions on contributing to climate science and research; international cooperation mechanisms; carbon offsetting mechanisms including establishing the National Carbon Credit Registry; approving and periodically reviewing Nationally Determined Contributions (NDCs); and preparing international reports. The law will come into effect on 30 May 2025.
