This Policy supports the effective management of sites through marine protected area design, capacity building, setting up state and national level Protected Areas Network mechanisms, and providing sustainable funding to enable communities to lead on conservation and management, as well as developing sustainable livelihoods toward food security and building community resilience.

Next to supporting commitments and responsibilities towards biodiversity, this Policy also reflect various other international commitments FSM has made towards the fulfilment of the Rio Conventions including the United Nations Framework Convention on Climate Change, and the United Nations Convention to Combat Desertification.
