The National Energy and Climate Plan (NECP) is a ten-year integrated document mandated by the European Union to each of its member states in order for the EU to meet its overall greenhouse gases emissions targets. Following feedback from an EU-wide assessment of draft NECP submissions, EU members are required to submit updated final NECPs for the period 2021-2030.
The specific objectives of the plan include: Implementing climate adaptation measures at national, regional, and local levels, focusing on sustainable land use and promoting sustainable urban mobility; Introducing waste management strategies that align with the principles of the circular economy and adhere to public procurement requirements; and increasing the share of renewable energy sources in gross final energy consumption and improving energy efficiency measures. This includes enhancing the use of biofuels and completely phasing out lignite for power generation in Greece by 2028 to address environmental protection concerns. The plan aims to achieve at least a 42.5% renewables share of gross final energy consumption by 2030, some some more ambitious sectoral sub-targets.
The National Plan outlines specific priorities and corresponding measures across various core sectors to achieve these objectives. These include: utilising resources within the emissions trading system; preserving biodiversity; ensuring the efficient use of water resources; maintaining and enhancing forest services and management; developing aquaculture and water management plans; implementing flood risk management strategies and managing coastal zones; preventing and responding to forest fires; and promoting sustainable food production and farm management, optimising agricultural land use
