The Environmental Protection Administration (EPA) has formulated this Plan in accordance with Article 9, Paragraph 1 of the Greenhouse Gas Reduction and Management Act. This Plan will initiate national and cross-departmental response actions, aiming to establish an operational mechanism involving central and local governments, public-private partnerships, and the public. The plan will implement national greenhouse gas mitigation policies, conduct a rolling review every five years, and actively promote implementation.
This Plan will be implemented through the greenhouse gas emission control action plans for the energy, manufacturing, transportation, housing and commerce, agriculture, and environment sectors, as well as the greenhouse gas emission control implementation plans formulated by the municipal and county (city) authorities. These implementation plans shall be approved by the Environmental Protection Administration in consultation with the central government's competent authorities within one year of the approval of the aforementioned promotion and action plans. Each plan should be reviewed every five years. The funds required for implementation will be allocated from the budgets of relevant government agencies at all levels. Dedicated units will be established as necessary to promote emission reductions. Relevant agencies implementing each plan should regularly report their progress and effectiveness through the online platform established by the EPA. The EPA will prepare and approve emission control implementation reports by 30 September of each year, in conjunction with the central government-run government agencies in charge of relevant sectors.
