Internal Organic Regulations of the Ministry of Environment and Natural Resources (Reglamento Orgánico Interno del Ministerio de Medio Ambiente y Recursos Naturales)

Government Agreement No. 73-2021 establishes the organic structure and functions of Guatemala's Ministry of Environment and Natural Resources (MARN), with particular emphasis on climate change governance and environmental management. The regulation reorganises MARN to enhance implementation of environmental policies, including conservation, protection, and improvement of environmental resources, while specifically incorporating climate change adaptation, mitigation, and vulnerability reduction as core ministerial functions. The framework aligns with Guatemala's international environmental obligations and domestic legislation, including the Climate Change Adaptation and Greenhouse Gas Mitigation Law (Decree No. 7-2013).The restructuring creates a dedicated Vice-Ministry for Natural Resources and Climate Change, comprising specialised departments for climate vulnerability and adaptation, mitigation strategies, climate science and metrics, risk prevention, and land degradation control. This institutional framework establishes systematic approaches to greenhouse gas monitoring, climate data integration, and multi-sectoral coordination for climate action. The regulation mandates development of climate adaptation and mitigation strategies, implementation of the national climate change information system, and coordination of international climate commitments, including reporting under the United Nations Framework Convention on Climate Change, thereby institutionalising climate governance within Guatemala's environmental administration.
