Summary

Decree No. 358/2013 Coll. establishes the framework for the introduction of smart metering systems for end electricity consumers in Slovakia. It sets out the criteria and conditions for deployment across different consumer categories, defines the required technical parameters of the systems, and specifies deadlines for rollout for those categories where introduction is deemed appropriate within a ten-year period.


The Decree further governs the operational and data aspects of smart metering, including requirements for data transmission, interoperability between systems, and cooperation among electricity market participants during installation and operation. It also regulates access to measured data — both for electricity market participants and for third parties acting on a customer's request — and sets detailed requirements for system security, data communication, end customer privacy, and data protection.
