Latvia’s Common Agricultural Policy (CAP) Strategic Plan 2023–2027 is the country’s tailored framework for implementing the EU’s CAP at the national level, approved by the European Commission in November 2022 and effective from 1 January 2023. It directs around €2.5 billion of EU funding into Latvian agriculture and rural development, combining direct payments, rural development measures and market support, with about 48 % of financing targeted at environmental and climate objectives to promote sustainable farming and eco-schemes. The plan aims to boost farm competitiveness and incomes, especially for small and medium-sized farms, support environmental and climate action, foster innovation and cooperation in the agri-food sector, and contribute to broader EU objectives such as biodiversity and sustainable resource management.
