The law from 12.08.2025 implements EU Directive 2023/2413 (RED III) by transposing its permitting-acceleration rules for renewable energy through amendments to federal laws.
Its objective is to transpose those parts of RED III that require Member States to accelerate the approval of renewable energy projects. To achieve this, it introduces simplified environmental assessments, shorter permitting deadlines, streamlined administrative procedures, and designated acceleration areas for renewable energy installations
The amendments affect legislation such as the Federal Immission Control Act (BImSchG), the Water Resources Act (WHG), the Building Code (BauGB), and the Spatial Planning Act (ROG). The primary goal is therefore to speed up the deployment of renewable energy infrastructure with faster, largely digital permitting procedures, and define environmental mitigation frameworks across the renewable energy sector.
