Law No. 05/L-081 regulates the energy sector in Kosovo. It determines the regulatory framework for relevant policies and strategies and the role of different actors in implementing them. It seeks to guarantee a high-quality and sustainable national energy supply, to create the conditions for the creation of a transparent, competitive, and functional energy market, to promote efficient energy uses, and to increase the use of renewable energy sources. It further aims to protect the environment from energy activities. The types of energy this law addresses are electrical and thermal energy, natural gas, and renewable energy.
Law 08/L-201 amends Law no. 05/L-081 on Energy to allow for the implementation of energy savings measures to public institutions, and legal and natural persons during emergency periods. Moreover, it places increased focus on promoting the use of renewable energy, by mandating the setting of annual and long-term renewable energy targets.
