This law determines Kosovo's mitigation and adaptation measures to climate change in line with binding international agreements, and its commitments to sustainable development and the transition to a carbon-neutral economy. It further establishes a monitoring, reporting, and verification system and defines the obligations and responsibilities of relevant state authorities.
The objectives of the law include 1) the reduction of anthropogenic emissions, 2) the strengthening of adaptation capacities, 3) the conservation and growth of carbon sinks, and 4) the promotion of economic development and job creation through the sustainable management of natural resources. To oversee the implementation of these objectives, the law establishes the Council of Climate Change, an inter-ministerial body, and the Scientific Advisory Board. To monitor, report, and verify greenhouse gas (GHG) emissions, it relies on the National Inventory System, the Greenhouse Gas Inventory, and the Information System on Climate Change.
This law further aims to develop the Long-term Strategy for Decarbonization, and the Strategy and Action on Adaptation to Climate Change.
