Summary

The purpose of this Law is to establish the provisions on the management of water and air quality; environmental nuisances, and the conditions under which the handling of liquid and gaseous waste must be carried out; in order to protect the health of living beings and ecosystems. 

The law notably deals with atmospheric contamination, which includes climate change-inducing substances like carbon dioxide. In article 4, the National Executive is charged to establish the technical regulations corresponding to the types of gaseous emissions (including GHGs) and the different limits and ranges.
