This law establishes the legal framework for Moldova to achieve net-zero emissions by 2050 and the regulatory framework to make progress towards the global objective on adaptation to climate change.
This law establishes the National Commission on Climate Change (the Commission), an inter-institutional governmental body which will coordinate and approve climate change policies and public capital investment projects in the context of climate change mitigation and adaptation, as well as natural disaster risk management. The Commission is to promote cooperation between different economic sectors; stimulate the inclusion of climate change measures in sectoral socio-economic development policy; coordinate the allocation of finances; and ensure transparency in implementation of climate change policy. This law also sets out the tasks for various ministries and agencies across the government.
This law sets out the steps that should be followed and the information that should be taken into account in setting national GHG emission reduction targets; climate change adaptation targets; the Public Policy Strategy Paper on Long-term Low-Emission Development; the National Adaptation Programme for Adaptation to Climate Change; sectoral and local policy documents. It also includes articles on reducing fuel consumption such as in transport; monitoring and reporting; transparency; carbon pricing; liability for violation of this framework law and other laws approved pursuant to this law.
