Multiannual Sectoral Strategic Plan for Transport and Communications 2024-2030 (Plan Estratégico Sectorial Multianual de Transporte y Comunicaciones 2024-2030)

The Multiannual Sectoral Strategic Plan (Plan Estratégico Sectorial Multianual "PESEM") 2024–2030 for Transport and Communications in Peru aims to align sectoral development with the National Strategic Development Plan (PEDN 2050) and the Sustainable Development Goals (SDGs). It prioritises four strategic objectives: enhancing security and reliability of transport and communication systems; expanding access to quality services nationwide; improving competitiveness through sustainable and resilient infrastructure; and strengthening governance to ensure regulatory compliance. The plan explicitly addresses climate change and energy transition challenges, recognising the need for infrastructure resilient to extreme weather events, such as floods, earthquakes, and cyclones, which threaten service continuity and economic stability. Measures include adopting international standards for climate-resilient infrastructure, integrating risk management into planning, and promoting sustainable transport modes to reduce greenhouse gas (GHG) emissions.
