National Development Concept 2050

The National Development Concept 2050 is Poland’s first long-term strategic vision, setting out the country’s development directions through the middle of the 21st century. It uses foresight, forecasting, and scenario analysis to identify potential development pathways and key societal, economic, and environmental challenges. This policy shifts the economic paradigm by treating the natural environment not as an infinite resource, but as a critical form of capital that must be preserved for "generational justice". A primary focus of the concept is a comprehensive energy transformation, which mandates a transition away from fossil fuels toward a zero-emission system powered by renewables and nuclear energy. Beyond power generation, the strategy emphasizes the adoption of a circular economy and a "moderate" consumption model to drastically reduce Poland's overall ecological footprint. To address the physical realities of a warming world, the document prioritizes building national resilience through blue-green infrastructure designed to mitigate the risks of extreme weather events like droughts and floods. Furthermore, it integrates climate action into spatial planning and education, aiming to foster a society that is both environmentally sensitive and structurally prepared for the challenges of the mid-21st century.This Concept was adopted by y the Council of Ministers on 25 July 2025.
