This Act establishes the National Disaster Management Organisation and defines its functions and powers. The Organiser is responsible for implementing government policy on disaster prevention, disaster risk reduction, and climate risk management. The governing body of the Organisation is a Council comprised of various Ministers. The Act also establishes National, Regional and District Disaster Management Committees which are meant to coordinate and manage relief, rehabilitation, reconstruction and recovery in the event of a disaster.

In addition, the Act provides for a disaster management fund and disaster management plans.
