The plan aims to to contribute to Rwanda's Vision 2050, guiding land use to enable these long-term sustainable development ambitions. It places a particular emphasis on the need to adapt agricultural land management to changing climatic conditions, enhancing terracing, irrigation and drainage systems to better manage fluctuations in water, and implementing agroforestry systems. It states the need to focus efforts on the most suitable terrain for agriculture, and adapt other land uses around this. It promotes consolidation of farm management in the most productive areas. It also promotes the mainstreaming of climate mitigation and adaptation issues in urban development, incorporating green spaces, energy efficiency, low-emission transport and effective flood control.
