The Policy directs Polish cities treat the low-carbon and carbon-free collective transport and non-motorised traffic as their priorities, limit the use of resources, and adapt to the effects of climate change better. NUP 2030 proposes priority directions of solutions around, inter alia, the issue of quality of natural environment in cities and adaptation measures towards climate change.

The Policy states: Counteracting negative consequences of climate change for cities and inhabitants such as droughts or undercutting requires implementation of nature-based solutions. Nature-based solutions are the most effective in shaping urban climate. Urban greenery, including single trees and bushes, is of great importance, since they significantly improve water management and microclimate on a microscale.
