Summary

The Philippine Development Plan (PDP) 2023-2028 is a plan for deep economic and social transformation to reinvigorate job creation and accelerate poverty reduction by steering the economy back on a high-growth path. This growth is intended to be inclusive, building an environment that provides equal opportunities to all Filipinos and equipping them with skills to participate fully in an innovative and globally competitive economy.

The plan contains actions on strengthening social protection, which include mitigating natural, health, climate and other human-induced hazards, such as :

  1. Further strengthen the coordination and collaboration among NDRRMC, Climate Change Commission, local government units, and the private and/or civil society sector;
  2. Ensure the implementation of mental health and psychosocial services in the disaster response package; Establish permanent and resilient evacuation centres;
  3. Strengthen social protection programs and introduce relevant products in responding to the pandemic and other health hazards;
  4. Implement and operationalise the Adaptive Shock Responsive Roadmap;
  5. Develop and implement anticipatory delivery mechanisms for various types of disasters and emergencies.

Other actions include actively participate in government-industry associations promoting and implementing employment and skills development policies and strategies; and creating and adopt climate- and disaster-resilient technologies for agriculture and infrastructure.
