Summary

This document sets CO2 emission performance standards for new passenger cars and for new light commercial vehicles, and repealing Regulations (EC) No 443/2009 and (EU) No 510/2011. The regulations was amended multiple times in 2020 and 2021.

A amendment (Regulation (EU) 2023/851) was approved in 2023 to strengthen the CO2 emission performance standards through the Fit for 55 package in line with the EU's increased climate ambition. Another amendment (Regulation (EU) 2025/1214 included an additional flexibility as regards the calculation of manufacturers’ compliance with CO2 emission performance standards for the calendar years 2025 to 2027.
