This order defines a list of fuel and fuel supply facilities that allow the objective of deploying a network of recharging points sufficient for the development of the electric vehicle to be achieved.

<div>This document approves measures to reinforce the protection of energy consumers and to contribute to the reduction of natural gas consumption in application of the "Plan + security for your energy (+SE)", as well as measures regarding the remuneration of personnel in the service of the public sector and the protection of temporary agricultural workers affected by the drought. It amends a range of existing documents.&nbsp;<br><br>Climate-related clauses include:</div><ul><li>Article 22 amends corporation tax law 27/2014 to integrate a freedom of amortisation in investments that use energy from renewable sources.</li><li>Chapter VIII introduces&nbsp; measures regarding the remuneration of public sector personnel and the protection of temporary agricultural workers affected by the drought.</li><li>Article 20 on saving and energy efficiency in outdoor lighting introduces changes to technical requirements for such devices. these include the introduction of an energy efficiency label that notably accounts for predicted annual carbon dioxide emissions.&nbsp;</li></ul>

The purpose of this royal decree is to create and regulate the National Irrigation Board as a body for cooperation, communication and participation between the different competent administrations in matters of agriculture and the application of water in irrigation, and other parties interested in irrigation management, which facilitate its governance. Likewise, its composition, functions and operating regime are determined.&nbsp;In order to provide relevant information on the sustainability of irrigation to the different competent public administrations in this matter, to the rest of the interested parties, to the citizenry and to the National Irrigation Board itself, the Irrigation Sustainability Observatory is created.&nbsp;The functions of the National Irrigation Board and the functionalities of the Irrigation Sustainability Observatory will serve in the field of irrigation and related activities.&nbsp;The activities of the Board and the Observatory will in any case respect the competences of other departments in matters of the environment, energy and water, in particular with regard to hydrological planning and the activity of the National Water Council.<br><br>Article 3.d states that the National Board of Irrigation will be in charge of developing studies and technical works related to irrigation, in particular, with regard to adaptation to climate change scenarios with less availability of water resources.

The object of this order is the establishment of new standard facilities in order to accommodate the facilities to which the maintenance of the remuneration established in Order TED/171/2020, of February 24, which updates the parameters, is applicable. remuneration of the standard installations applicable to certain installations for the production of electricity from renewable energy sources, cogeneration and waste, for the purposes of its application to the regulatory period that begins on January 1, 2020, in accordance with the application of the provisions of article 4 of Order TED/260/2021, of March 18, which adopts accompanying measures for facilities whose operating costs depend essentially on the price of fuel during the period of validity of the state of alarm due to the health crisis situation caused by COVID-19.

This order was published following the agreement of the Council of Ministers of May 22, 2022. It approves the Plan of energy saving and efficiency measures of the General State Administration and the entities of the state institutional public sector that is attached as an annex. It takes rationalising measures aiming at saving energy and producing energy from renewable sources, notably to allow for auto-consumption.

<p>Royal Decree-Law 4/2023 introduces a number of amendments relating to climate mitigation and adaptation, including:</p><ul><li>Urgent measures to support the agriculture sector in response to prolonged drought conditions and food security challenges further aggravated by the war in Ukraine.&nbsp;&nbsp;</li><li>Measures to promote the use of public transport, particularly by young people.&nbsp;</li><li>Amendments to workplace health and safety requirements to introduce specific obligations to minimise risks during heatwaves.</li></ul><p><br></p>

This wide ranging document enshrines into law a set of measures to support the economy and the people in the face of the consequences from the war in Ukraine. It notably extends a gratuity scheme for intercity buses and trains (art 56). A ministerial <a href="https://www.mitma.gob.es/el-ministerio/sala-de-prensa/noticias/mie-04012023-1823">resolution</a> was approved to specify the implementation of that measure. It further amends fiscal rules with regard to renewable energy.

<div>This decree was adopted following the energy and economic shocks brought by the COVID-19 crisis and the war in Ukraine. It takes a wide-ranging array of measures aiming at saving energy and reducing emissions. Among these measures are the following:<br><br></div><ul><li>the limitation of heating and cooling temperatures is modified to 19 and 27 ºC, respectively. In this sense, it is estimated that each degree in which the temperature setpoint is changed, which implies a lower need for heating or cooling, can lead to a saving of 7% in consumption.</li><li>Encourage the electrification of energy systems, allowing for an enhanced penetration of renewables, use of biogas and auto-consumption.</li><li>increase inspections with regard to the application of energy efficiency dispositions in buildings</li><li>A <a href="https://www.mitma.gob.es/el-ministerio/sala-de-prensa/noticias/lun-01082022-2152">decrease in public transport fees</a>.&nbsp;</li></ul>

Through this document, Spain adopts some urgent measures from the framework of the National Response Plan to the economic and social consequences of the war in Ukraine. It contains a number of climate-related clauses, including dispositions to reduce gas flaring and a promotion of technologies reducing GHG emissions, notably with regard to fuels.&nbsp;<br><br>The decree-law also finances the reduction of the price of subscriptions and multi-trip tickets to promote public transport. This consists of a direct aid of 50% on multi-trip tickets for rail services provided by Renfe subject to Public Service Obligations (Cercanías, Media Distancia and Avant), as well as multi-trip tickets for public service concessions for regular passenger transport of general road use, which are acquired in that period and under the same conditions. The Government will also finance a 30 percent reduction in the price of all subscriptions and multi-trip tickets in public collective land transport services of regional or local competition, sold between September 1 and December 31, 2022, and whose validity falls within said period.

This document enshrines into law a number of measures that encourage the updated of electric mobility and renewables in the country. This includes a promotion of charging points for EVs.

Royal Decree 903/2010, on the Assessment and Management of Flood Risk

This Decree aims to promote knowledge and assessment of the risks associated with flooding and to promote co-ordinated action by all levels of government and society to reduce the negative consequences of flooding.<br />
<br />
The Decree establishes a number of key obligations, including the development of: flood risk assessments, hazard maps, flood management plans, sectoral co-ordination, public participation, and co-operation between different authorities. It takes into account the \Committee of Competent Authorities' in districts with intercommunity basins and existing regulations on civil protection, ensuring co-ordination with the new plans of flood risk management.<br />
<br />
The preliminary assessment of flood risk should take into account the potential impact of climate change on the occurrence of floods. It should also consider other effects of climate change assessed in previous studies. The hazard maps should consider that climate change might cause rising sea levels and, consequently, flooding events caused by coastal waters and tidal waves.
