Summary

Through this document, Spain adopts some urgent measures from the framework of the National Response Plan to the economic and social consequences of the war in Ukraine. It contains a number of climate-related clauses, including dispositions to reduce gas flaring and a promotion of technologies reducing GHG emissions, notably with regard to fuels. The decree-law also finances the reduction of the price of subscriptions and multi-trip tickets to promote public transport. This consists of a direct aid of 50% on multi-trip tickets for rail services provided by Renfe subject to Public Service Obligations (Cercanías, Media Distancia and Avant), as well as multi-trip tickets for public service concessions for regular passenger transport of general road use, which are acquired in that period and under the same conditions. The Government will also finance a 30 percent reduction in the price of all subscriptions and multi-trip tickets in public collective land transport services of regional or local competition, sold between September 1 and December 31, 2022, and whose validity falls within said period.
