The Spatial Development Act is the main law governing spatial planning, land use, investment design and construction regulation in Bulgaria. It establishes the legal framework for organising and developing the territory, ensuring sustainable development, and creating favourable conditions for living, working and recreation. The law sets out principles for territorial structure, defines the roles of the Council of Ministers, the Minister of Regional Development and Public Works, municipalities and other authorities, and regulates how master plans, detailed development plans, building permits and land‑use changes are prepared, approved and enforced. It also includes mechanisms for coordinating planning, environmental and public interests and managing restrictions on private and public property for development purposes.
